GAD Consulting is a small, woman-owned business founded in 2025 by Beth Poindexter, a former federal employee with considerable experience in oil and gas rulemaking. Drawing from her firsthand knowledge, Beth identified a critical gap: the challenge of finding qualified contractors to review and analyze public comments under the Administrative Procedures Act. Traditional contractors—often environmental consultants specializing in biological sciences—excel in tasks like National Environmental Policy Act (NEPA) reviews or environmental assessments but fall short in the qualitative analysis required for effective comment evaluation.

Qualitative analysis, rooted in the social sciences and medical fields, uncovers individuals’ social realities, attitudes, beliefs, and motivations. These methods are widely applied in disciplines such as sociology, anthropology, political science, psychology, communication studies, information science, and software engineering. At GAD Consulting, our team consists of seasoned analysts with robust backgrounds in qualitative analysis, honed through education, research, and industry experience.

Our engineers, each with a minimum of 15 years’ experience, bring extensive backgrounds in developing API measurement standards, applying those standards to federal regulations, and assisting in the development of federal regulations. They understand the importance of accurate measurement and production reporting to ensure royalties are paid appropriately. Moreover, GAD Consulting engineers have expertise in creating measurement equipment test procedures that meet federal performance requirements and in verifying test data.
